Illinois

Illinois currently does not have a specification allowing the use of recycled asphalt shingles (RAS).  There is one shingle recycling operator that is processing manufacturers' RAS.  If an owner of operator of a facility that is regulated under the asbestos NESHAP regulations is going to do a demolition or renovation, they are required by law to:

  • Perform an inspection in the facility of the demolition or renovation for the presence, location, and condition of the asbestos containing building material.  Once its identified, if it comes back positive for asbestos at levels greater than 1% it is then considered asbestos containing material.  The roofing asphalt is labeled as Category 1 non friable.  The Category 1 non friable is a regulated material if it is subjected to sanding, grinding, cutting, or abrading.  Once its regulated you have to have qualified people handling it.  If its ground, it becomes regulated material.  It has to be wetted and have qualified people to handle it. 

Tear-off asphalt shingles are considered a suspected asbestos containing material and may need to be tested.  Contact regulators to find out regulatory interest in specific projects.
