South Carolina

South Carolina has a Special Provisions Specification from 2002 allowing the use of tear-off shingle scrap in hot-mix asphalt (HMA) mixtures.   The tear-off shingles are used in the asphalt base, binder mix and have been used in the surface mix. The tear-off shingles are source separated on-site by the roofing companies.  The roofing companies are given a reduced tipping fee by the shingle recycling operator, which is approximately half the cost of the landfills.  Landfill tipping fee's range from $6.00 - $35.00 across the state.  South Carolina Department of Health and Environmental Control (SCDHEC) requires random sampling of the shingles for asbestos.  Currently there is one Asphalt producer using recycled asphalt shingles in HMA applications.  For additional information contact state officials or the shingle recycling operators.
