North Carolina (NC) has a standard specification that allows the use of recycled asphalt shingles (RAS) from manufacturers' scrap only (see link below). Tear-off shingles are not allowed by the NC Department of Environmental and Natural Resources (DENR) at this time. Until a cost-effective means for testing tear-off shingles for asbestos is developed the NC DENR requires the shingles to be properly disposed of in landfills.
Manufacturers' shingle scrap has been RAS in hot-mix asphalt (HMA) applications since about 1997. Today the asphalt producers in NC are currently recycling 100% of the available manufacturers' scrap. There are three major asphalt producers that use RAS in their HMA pavement (see contacts below). The RAS is collected and stored by the asphalt producers and then processed on-site at the asphalt facility by a mobile grinding operation.
