Michigan

Currently, the Michigan Department of Transportation (MDOT) has specifications on use of recycled asphalt shingles (RAS) in their pavements. The decision to use RAS in mixes is left to the contractors. 

The Michigan Department of Environmental Quality (Michigan DEQ) requires recyclers to submit plans for operation before accepting shingles. The DEQ also requires air permits for shingle recycling operations. The DEQ reports that the market for RAS is currently outside of the state although MDOT has specifications for use.
