Iowa Shingle Recycling Operators  

The Iowa Department of Transportation (Iowa DOT) recently issued its latest version of “Developmental Specifications for Recycled Asphalt Shingles (RAS)” (DS-09038; Effective date: February 16, 2010):

This developmental specification (DS) states:

“(HMA producers may) use between 2% and 5% RAS by weight of total aggregate. Consider the percentage of RAS used part of the maximum allowable RAP percentage.”
“...all Suppliers (both in-state and out-of-state) shall comply with local, state, and federal environmental regulations, and follow IDNR asbestos testing protocols.”
“Delivered asphalt shingles have been tested or inspected in accordance with Iowa DNR protocol by , _________________________ (provide trainee name and certification number) who has been trained to identify asbestos-containing materials (ACM) by _____________________________ (provide training program name).”
“The following Suppliers have been given conditional (Iowa DOT) approval pending completion of the application process:
Eastern Iowa Roofing Marion, IA
Metro Waste Authority Des Moines, IA
R2R Recycling, LLC West Des Moines, IA
Waste Commission of Scott County Davenport, IA

Iowa Department of Natural Resources (Iowa DNR) is in the process of issuing some form of guidelines for asbestos sampling and testing of recyclable asphalt shingles. It is not yet known what form these guidelines will take.

Iowa has conducted two demonstration projects using tear-off shingles.  The first demonstration was completed by the Iowa Department of Transportation in 1997, the most recent demonstration project was completed by the Waste Division of Scott County, Davenport Iowa, in October 2006 (see links below to the reports).  In addition, Central Construction and Demolition Recycling, Inc - Des Moines, IA has demonstrated the use of ground asphalt shingles in hot mix asphalt for recreational trail and parking lot construction (for more information contact rhosier@gecofiowa.com).
